Is Turtle Rock in a Fire Hazard Severity Zone? What Irvine Sellers Need to Know

Parts of Turtle Rock now fall inside the updated Fire Hazard Severity Zone map, and if you are planning to sell, that is a problem to solve before you list rather than during escrow.

What changed

The California Office of the State Fire Marshal released updated Fire Hazard Severity Zone maps in early 2025. The City of Irvine adopted the new map by ordinance in June 2025, effective July 23, 2025, replacing the 2012 version it had been using.

The revised zones reach into Turtle Rock, Orchard Hills, Woodbury, Portola Springs, Quail Hill, Laguna Altura, Los Olivos and Irvine Spectrum. Statewide, land classified high or very high hazard expanded substantially from the prior mapping.

Zone status is assigned by parcel, not by village. Two homes on the same street can carry different classifications. Check your specific address against the City of Irvine map rather than assuming based on your neighborhood.

What it means when you sell

Disclosure. The classification appears in the Natural Hazard Disclosure a seller delivers. That part is straightforward.

Insurance. This is the part that kills deals. A lender will not fund without bound hazard coverage. If your buyer cannot place a policy, the transaction either dies or comes back as a price reduction, and it tends to happen around day fourteen, after you have released your backup offers.

Defensible space and building code. Very high zones carry defensible space obligations around the structure. New construction and major renovation permitted after the effective date must meet the wildfire-exposure construction standards; projects submitted before it remain under the older mapping.

We learned this the hard way

We took five carrier declines on a property of our own in a reclassified zone before we placed coverage. Nothing about the house had changed. The map had.

That experience is why we now run an insurability review before a listing goes active: which admitted carriers are writing in that tract, whether the FAIR Plan with a difference-in-conditions wrap is the realistic path, and what deductible structure a buyer should expect. A seller who can hand a buyer that answer on day one is in a materially stronger position than one who finds out on day fourteen.

What to do before you list

  • Confirm your parcel's classification on the City of Irvine map.

  • Order the Natural Hazard Disclosure early rather than at the last minute.

  • Find out which carriers are currently writing in your tract, and at what deductible.

  • Document any mitigation you have done: ember-resistant vents, Class A roof, cleared defensible space. Carriers price it, and buyers are reassured by it.

  • Decide in advance how you will handle a buyer whose coverage falls through, because it is a foreseeable outcome now rather than an unlucky one.

One caution

Fire hazard zone status, building code applicability and carrier appetite all change. Verify current conditions for your specific address with the City of Irvine and a licensed insurance broker. Nothing here is insurance, legal or tax advice.
